
The Ministry of New and Renewable Energy (MNRE) has issued a clarification on the exemption procedure for rooftop solar projects concerning ALMM List-II requirements, as per news report.
This move aims to simplify the process for projects with modules installed before June 1, 2026, but facing commissioning delays.
MNRE has introduced a simplified process for rooftop solar projects to seek exemption from ALMM List-II requirements.
Projects with modules installed before June 1, 2026, but delayed in commissioning, can apply for exemption through the National Institute of Solar Energy (NISE) portal.
The application requires GIS-tagged site photographs and documentary evidence like invoices and daily installation reports.
The exemption process aims to protect investments already made in rooftop solar projects. By allowing case-by-case exemptions, MNRE addresses the concerns of developers who have faced delays in commissioning due to distribution company (discom) issues.
The exemption window is available for 1 month from the date of the clarification's issuance. During this period, projects must be commissioned, and any delays due to discom issues should be documented in the commissioning certificate.
The exemption process is implemented through the NISE portal, where developers can submit their applications with the required documentation.
This centralised approach facilitates streamlined processing of exemption requests.
Rooftop solar project developers who have installed modules before June 1, 2026, but face commissioning delays, stand to benefit from this exemption.
The process allows them to proceed with commissioning using solar modules from ALMM List-I.
