MNRE Allows PM Surya Ghar Scheme Consumers Forgoing Subsidy to Use Non-DCR Solar Modules for Rooftop Installations

The Ministry of New and Renewable Energy (MNRE) has clarified that residential consumers opting out of the central financial assistance under the PM Surya Ghar scheme can install rooftop solar systems using non-DCR (Domestic Content Requirement) solar modules.  

As per PTI reports, the relaxation applies only to applicants choosing the 'Give It Up' option while registering under the scheme. 

Exemption Valid till March 2027 

According to the ministry, such consumers will be exempt from the requirement of using solar photovoltaic cells covered under ALMM (Approved List of Models and Manufacturers) List-II.  

The exemption will remain in place only until 31 March 2027, which marks the end of the current scheme period. 

The clarification is limited to residential rooftop solar consumers who voluntarily forgo the subsidy while availing net metering. 

Applications Through National Portal 

Eligible applicants will be required to submit their applications through the PM Surya Ghar National Portal.  

The ministry has also stated that these consumers will not have to seek a separate exemption through the Domestic Content Requirement portal operated by the National Institute of Solar Energy (NISE). 

The measure streamlines the application process for this category of consumers under the scheme. 

Existing Rules Continue for Other Projects 

The ministry has clarified that the exemption does not extend to other rooftop solar projects.  

Installations outside the 'Give It Up' category will continue to follow the prevailing ALMM requirements and source equipment from approved manufacturers. 

The clarification comes after the government stated in May that there would be no blanket extension of the ALMM implementation deadline beyond 1 June 2026.

Conclusion 

Consumers choosing the 'Give It Up' option under the PM Surya Ghar scheme can avail the limited exemption until 31 March 2027. The existing rules remain unchanged for all other rooftop solar installations.
