The Maharashtra Transport Department is actively working on an e-challan amnesty scheme that may offer a 75% discount on outstanding traffic fines, especially for two-wheeler owners, as per news reports.
With vehicle-related penalties piling up across cities, this move is set to encourage citizens to clear long-pending challans at minimal cost, ensuring better compliance while boosting state revenue.
As per news reports, the proposed one time scheme may provide significant relief to defaulters, especially those with pending traffic fines on two-wheelers, auto-rickshaws, four-wheelers, and heavy vehicles. Individuals clearing their challans within 15 days could also receive an additional 50% concession on the reduced fine. Transport Minister Pratap Sarnaik has shown a positive stance towards this initiative, which is now under final review by the Transport Secretary.
In major urban centres like Mumbai alone, e-challan fines have accumulated beyond ₹1,000 crore. This backlog results from non-payment by lakhs of vehicle owners over several years. A majority of these challans are linked to two-wheelers and auto-rickshaws, whose owners have been reluctant to settle penalties due to high cumulative amounts.

Unlike luxury or high-end cars, the scheme prioritises concessions for essential and low-cost vehicles. Two-wheeler owners may owe thousands in accumulated fines, but will only need to pay 25% under this scheme. This structure is likely to boost participation from the middle class and working individuals, easing financial strain while helping the government recover a substantial share of pending dues.
The amnesty initiative may also act as a final resolution model, helping the transport authorities wrap up long-pending cases without dragging them into legal procedures. For vehicle owners, the scheme offers a rare opportunity to clean their slate and begin anew at a fraction of the cost.
