
Maharashtra is planning to introduce a new land record system called the Vertical Property Card for apartments in multi‑storey buildings. The initiative aims to formally recognise flat owners as holders of a defined share in the land beneath their building.
At present, official land records typically reflect only the landowner or housing society. The proposed change is expected to improve legal clarity and security for residential property ownership.
A Vertical Property Card is a government‑issued legal document that links flat ownership to a specific share of underlying land. It records the flat owner’s rights directly within official land records, rather than limiting recognition to the building structure.
The document is digitally authenticated and will contain a QR code for verification. In effect, it shifts ownership recognition from only occupying a flat to owning both a flat and a proportionate land share.
Currently, land records in Maharashtra usually name the builder or the housing society as the landowner. Individual flat owners do not have documented rights recorded against the land parcel itself.
This gap can create challenges during redevelopment, property disputes, and financing. The proposed Vertical Property Card is designed to close this documentation gap by formally recording individual interests.
Each Vertical Property Card will contain detailed information specific to the flat and owner. It will record the flat number, floor location, carpet area, and total building area.
The owner’s exact land share, such as 1 out of 150 or an equivalent square‑foot allocatqion, will also be specified. Encumbrances, if any, along with digital signatures and a QR code, will form part of the record.
The introduction of the Vertical Property Card is expected to enhance transparency in property ownership records. Clear documentation of land shares can reduce fraud and improve traceability of past transactions.
The system can support accurate property valuation, easier mortgage linkage, and consistent taxation records. Over time, it can act as a unique identifier similar to a digital property identity.
