As per a report by Economic Times, the Indian government is pushing forward with a major reform in land governance through full-scale digitisation of land records, ensuring legal proof of ownership. This ambitious programme covers both rural and urban regions and is aimed at transforming land resource management across the country.
The Ministry of Rural Development is spearheading the creation of a centralised digital database of land records under the Digital India Land Records Modernisation Programme. So far, 379.29 million rural land records have been digitised, which amounts to 99.8% completion, excluding areas like the north-eastern states and Ladakh. Mapping through cadastral conversion is also underway, with 97.3% rural maps already digitised.
Urban land records, historically less organised, are now being addressed through the Naksha initiative. A pilot project covering 160 cities is underway and expected to conclude within 6 months. Based on outcomes, the government plans to expand the digitisation effort to all urban jurisdictions throughout India, particularly to states currently lagging behind.
To modernise the legal aspects surrounding land rights, 89.7% of revenue courts have already undergone computerisation. The programme also ensures complete digital functionality of sub-registrar offices and introduces Aadhaar-based consent mechanisms for verifying land ownership, increasing the reliability and integrity of land data.

The Ministry of Finance has authorised ₹875 crore until 2025-26 to support this initiative. This funding backs integration efforts and the expansion of digital mapping systems. As land remains a key factor of production, these reforms are expected to accelerate economic development and reduce land disputes by improving record transparency.
Through the Digital India Land Records Modernisation Programme and the Naksha initiative, the government is facilitating a transformation in land ownership transparency. With over 99% rural records already digitised and urban efforts gaining pace, India inches closer to a unified land registration system that will support market reforms and governance improvements.
