
India has announced plans to transfer technology related to its Polar Satellite Launch Vehicle (PSLV) to the private sector, marking a significant step toward opening up the country’s space ecosystem. The move is aimed at accelerating domestic rocket production and strengthening India’s position in the global small satellite launch market.
Pawan Goenka, Chairman of the Indian National Space Promotion and Authorization Centre (IN-SPACe), confirmed that an expression of interest has been released to transfer PSLV technology. He added that only companies that are “majority owned and controlled by Indians” will be eligible to participate in the programme.
The PSLV is India’s most trusted launch vehicle, known for its high reliability and extensive track record of successful missions. The planned technology transfer is expected to enable private companies to manufacture and potentially operate PSLV-class rockets, reducing dependence on state-run entities.
This initiative aligns with India’s broader strategy to develop a competitive private space sector and scale up launch capabilities for small satellite missions, a segment witnessing rapid global demand.
Since the government opened the space sector to private participation in 2019, the ecosystem has expanded rapidly with the emergence of multiple space startups. The policy shift has also attracted interest from large corporate groups exploring satellite-based communication and constellation projects.
The initiative is expected to support India’s ambition of becoming a global hub for commercial space launches, particularly in the small satellite segment, where cost-efficient and frequent launches are in high demand.
Despite its strong reputation, the PSLV has faced limited setbacks, with two consecutive missions failing in the past year. However, officials have described these as temporary issues, highlighting the rocket’s historical reliability of more than 60 consecutive successful launches.
Authorities maintain that the platform remains one of the most dependable launch vehicles in India’s space programme, and continued improvements are expected as private sector participation increases.
The decision to open PSLV technology to private companies represents a major milestone in India’s space sector liberalisation journey. By combining proven rocket technology with private sector efficiency and investment, the initiative is expected to accelerate innovation, boost launch capacity, and strengthen India’s global competitiveness in space services.
