
India and Seychelles announced 19 outcomes following bilateral talks held on June 28, 2026. The agreements expand cooperation across defence, maritime security, digital payments and development partnerships.
The discussions took place during Prime Minister Narendra Modi’s 3-day state visit marking 50 years of diplomatic relations. The outcomes reflect a broader strategic and economic engagement between the two nations.
The agreements span multiple sectors, showcasing a comprehensive partnership framework between the two countries. Key outcomes include an extradition treaty, cooperation in peaceful uses of outer space and advancement of UPI-based digital payments.
An umbrella line of credit agreement and plans for a new Seychelles National Hospital were also included. Additionally, agreements covered diplomatic training, agriculture research, education and recognition of seafarers’ certification.
India extended a ₹1,250 crore line of credit to Seychelles through the Export-Import Bank of India to support development projects. The funding, denominated in Indian rupees, will focus on priority infrastructure and capacity-building initiatives.
Development assistance also includes the supply of 500 metric tonne of rice and 8,500 metric tonnes of cement. A Professional and Technical Education Centre was also initiated through a virtual ground-breaking ceremony.
Defence cooperation remained a key focus, with India enhancing Seychelles’ maritime capabilities. India announced the gifting of a fast patrol vessel along with 10 utility vehicles and 5 Laser Radial class boats.
The Seychelles Coast Guard also received a refitted PS Zoroaster vessel and an upgraded Dornier aircraft with a glass cockpit. These initiatives aim to strengthen surveillance, mobility and maritime security in the Indian Ocean region.
India and Seychelles signed an agreement between NPCI International Payments Ltd. and the Central Bank of Seychelles to enable UPI-based digital payments. In healthcare, HLL Lifecare Ltd. partnered with Seychelles’ health ministry under the Jan Aushadhi scheme to improve access to affordable medicines.
India also supplied 6 ambulances and deployed paramedics to train local staff for system integration. Additional discussions included cooperation in cybersecurity and artificial intelligence, with proposals under consideration.
