India, the world's second-largest producer of crude steel, became a net importer of finished steel in September 2025, according to provisional government figures reported by Reuters. Despite an increase in steel production, higher domestic consumption drove up imports, making them surpass exports for the month.

Finished Steel Imports Outpace Exports in September 2025

According to provisional government data, India imported 0.65 million metric tonnes of finished steel in September 2025. This marked a decline of 36.3% year-on-year, yet still exceeded exports of 0.58 million metric tonnes. Comparing year-on-year export figures, India registered a 47.6% increase, indicating a rebound in outbound steel movement.

Domestic Steel Consumption Climbs

India's finished steel consumption rose to 13.5 million metric tonnes in September 2025, up 9% from the previous year. This growing domestic demand led to higher dependency on foreign shipments even though production expanded. However, compared to August 2025, consumption slid marginally by 2.2%.

Sustained Growth in Steel Production

The country maintained robust production levels, with finished steel output rising to 13.3 million metric tonnes in the same month, a 14.7% annual increase. Crude steel production also surged 15% year-on-year to reach 13.8 million metric tonnes. On a monthly basis, modest production declines of 1.7% in crude steel were noted.

Tariff Recommendation to Stem Inflows

To counter foreign inflows impacting local markets, India has proposed a 3-year import tariff ranging between 11% and 12% on select steel products. These measures aim to curb import pressure, particularly from leading exporter China, and support domestic producers amid high consumption trends.
