
Travelers stuck on waiting lists often face urgent situations such as illness or bereavement. The Emergency Quota offers a limited number of seats for such cases, subject to strict eligibility and approval rules.
The Emergency Quota is reserved for High Official Requisition holders, Members of Parliament and passengers with genuine emergencies.
Eligible emergencies include government duty, family bereavement, serious illness, or urgent job interviews. Requests must be made in writing and are considered only after the quota for self‑travel of officials has been filled.
All requests are evaluated according to the Warrant of Precedence. Seats are first allotted to officials based on seniority.
Remaining seats are then released for other urgent cases, taking into account the nature of the emergency and the passenger’s official status. The Railway Minister has confirmed that the process follows long‑standing practices and is transparent.

Applicants must submit a written request to the Emergency Quota cell at the relevant Zonal or Divisional Headquarters, or at designated non Headquarter stations.
The request should include proof of the emergency, such as a medical certificate or death certificate, and details of the required travel class and train. Once approved, the passenger receives a confirmed ticket, bypassing the normal waiting list.
Emergency Quota cells operate from Zonal and Divisional offices and selected major stations. To curb misuse, the Railway Board mandates that seats be released only on the basis of verified written requests. Unauthorised allocation is treated as a breach of regulations.
The Emergency Quota provides a structured avenue for passengers facing medical or family crises to obtain rail travel despite waiting list constraints. Eligibility is limited to officials and genuine emergencies, and the approval follows a clear priority hierarchy. Applications must be submitted in writing to the designated quota cells.
