The Union Government has significantly revised the registration renewal fees for older vehicles by amending the Central Motor Vehicles Rules, 1989, as per news reports. Effective from August 2025, the steep hike aims to drive the shift towards cleaner and more efficient transportation.
As per the recent gazette notification issued on August 21, 2025, owners of motorcycles, three-wheelers, and light motor vehicles that are more than 15 years old now face renewal charges of ₹2,000, ₹5,000, and ₹10,000, respectively. The steepest increase affects imported vehicles more than 20 years old, with two-to three-wheelers charged ₹20,000 and four-wheelers ₹80,000. These amounts are exclusive of GST, substantially doubling fees from earlier rates.
The government’s objective behind this move is to gradually reduce the use of outdated and pollution-intensive vehicles. New Delhi and the wider NCR have already enforced strict timelines to phase out old vehicles after the Supreme Court’s order in 2018, supported by NGT directives, banning petrol vehicles older than 15 years and diesel vehicles older than 10 years. The present fee hike is an extension of that approach, hoping to motivate owners to transition to cleaner mobility solutions.

Simultaneously, the Ministry of Road Transport and Highways has initiated Aadhaar-based authentication on the Vahan and Sarathi platforms. Vehicle owners and licence holders are now receiving SMS prompts to verify and update their mobile numbers linked to the databases. However, authorities have clarified that Aadhaar linkage remains voluntary per the Supreme Court’s 2018 K.S. Puttaswamy ruling.
This move has raised concerns among privacy advocates. Organisations such as the Software Freedom Law Centre have submitted requests urging the ministry to offer alternatives to Aadhaar and avoid mandatory impositions, asserting that essential services should remain accessible without forced biometric verification.
The doubling in renewal charges for older vehicles is a clear step towards curbing vehicular pollution, especially in urban clusters. Coupled with data verification efforts, the government is modernising compliance systems while navigating privacy considerations.
