Government Proposes Revamp of Antyodaya Anna Yojana Foodgrain Entitlement

The government has proposed amending the National Food Security Act to revise AAY foodgrain entitlements from a fixed 35 kg per household to 7 kg per person per month, subject to a maximum of 35 kg.

The government is considering changes to the Antyodaya Anna Yojana (AAY) foodgrain distribution system by shifting from a household-based entitlement to a per-person allocation. 

To implement the change, the Department of Food and Public Distribution has proposed amendments to the National Food Security Act, 2013, and invited public comments on the National Food Security (Amendment) Bill, 2026, until July 13. 

Proposed Shift to Per-Person Foodgrain Allocation 

Under the proposal, AAY beneficiaries would receive 7 kg of foodgrains per person per month, subject to a maximum entitlement of 35 kg per household. 

The existing system provides a flat 35 kg of foodgrains per household every month, irrespective of family size. 

Move Aims to Address Allocation Inequity 

According to the Food Ministry, the current household-based entitlement creates disparities among beneficiaries, particularly affecting larger families. 

The proposed amendment seeks to align foodgrain allocation more closely with household size. 

Larger Families to Benefit 

Under the proposed framework, a three-member AAY household would receive 21 kg of foodgrains per month, while families with five or more members would continue to receive the maximum entitlement of 35 kg. 

As a result, larger households stand to benefit from the revised allocation method, while smaller households may see lower allocations based on the number of members. 

Amendment To National Food Security Act 

The proposed changes require an amendment to the National Food Security Act, 2013. 

The Food Ministry has invited public feedback on the National Food Security (Amendment) Bill, 2026, with comments open until July 13.
