
The Coal Ministry has notified a revised set of guidelines for preparing mining plans for underground coal gasification (UCG) projects, as per news report.
The rules outline how companies should plan extraction of coal and lignite through gasification, with a focus on standardising approvals and reducing surface impact.
Coal gasification converts coal into synthetic gas, or syngas, which can be used in industrial processes. The government has been examining this route to make better use of domestic coal reserves and manage supply uncertainties linked to global disruptions.
Under the guidelines, project proponents must submit a mining plan based on 3 studies: a Geological Report, a Hydrogeological Study Report, and a Pilot Study. These form the base for assessing whether a project can proceed.
The plan must include details such as the location of the block, surface features, past approvals, and basic socio-economic information of the area. A year-wise production plan for syngas is also required.
If detailed exploration has not been carried out earlier, the block must be explored as per existing norms. This may include geophysical surveys and analysis of borehole data to establish resource quality.
In cases where minerals other than coal or lignite are found and have commercial value, companies are required to inform both the state government and the centre.
A detailed impact assessment report must also be prepared, with a separate section on hydrogeology.
A pilot study by a recognised scientific or research institution is mandatory. The study will examine feasibility, environmental aspects, safety risks, and possible mitigation measures.
The mining plan must also set out different phases of the project, including the first year of operations, the period of rated capacity, the final year of gasification, and the post-mining stage.
Companies are required to state the technology selected and the reasons for choosing it.
Developers must submit a mine closure plan covering restoration, repurposing of the site, cavity management, clean-up, and long-term monitoring. The plan must also include estimated closure costs.

The guidelines define the process for planning and executing coal gasification projects, covering exploration, production, and closure stages.
