India-New Zealand FTA Clears Key Hurdle As Parliament Passes Implementation Bill

New Zealand’s Parliament has approved the legislation needed to put its free trade agreement with India into effect. The bill cleared the House with a 93-29 vote, with the opposition Labour Party also backing it.
As per news reports, the agreement, signed in April 2026, could become operational in the second half of October 2026. October 19, 2026, has been indicated as a possible date, although the final date is yet to be announced.
Most New Zealand Exports to Get Tariff Cuts
Once fully implemented, tariffs on around 95% of New Zealand’s exports to India will either be removed or reduced significantly. More than half of the exports covered by the agreement are due to become duty-free from the first day.
For India, the arrangement provides duty-free access to New Zealand for all Indian exports once the pact comes into force.
Indian Exporters Get Wider Market Access
The agreement covers several Indian export industries, including textiles, leather, footwear and engineering goods. Processed food, ceramics, carpets, and automobiles are also among the sectors expected to benefit.
New Zealand Trade Minister Todd McClay welcomed the parliamentary vote and said exporters would see immediate and substantial benefits from the agreement.
$20 Billion Investment Commitment
New Zealand has also committed to invest $20 billion in India over the next 15 years under the agreement.
At the same time, India has kept protections for sensitive areas. Dairy and several agricultural products are among the sectors covered by these safeguards.
October Timeline Under Discussion
Commerce Secretary Rajesh Agrawal said India expects the FTA to become operational in the second half of October 2026. An official has indicated October 19, 2026, as the likely date.
The two governments will announce the final date after completing the required operational procedures.
Bilateral Trade Nears NZ$4 Billion
India and New Zealand recorded around NZ$3.99 billion in two-way trade in the year ended June 2026. India is currently New Zealand’s ninth-largest market for goods and services exports.
