DoT Asks Telecoms to Block New SIMs Beyond 9-Connection Limit

The Department of Telecommunications (DoT) has told telecom companies not to give a new mobile connection to a person who already has 9 SIM cards registered in their name, as per news reports.
The new process is starting from August 24, 2026. Telecom companies have been asked to make the required changes in their systems so that such customers can be identified before giving them another SIM card.
New SIM Will Be Denied After Nine Connections
Under the new instructions, telecom operators will check how many mobile connections a customer already has.
If the customer has reached the allowed limit of nine connections, the operator will have to inform the person that another mobile connection cannot be issued in their name.
DoT Wants Operators to Use DIP
The DoT has asked telecom companies to use its Digital Intelligence Platform (DIP) for this process.
The platform already has subscriber information uploaded by telecom companies. It also contains details of people who have already crossed the permitted number of mobile connections.
Photos of Subscribers to Be Available
From August 23, 2026, DIP will also show a representative image of subscribers who have already reached the permitted limit.
The DoT has asked telecom companies to complete the process of connecting their systems with DIP by November 30, 2026.
Connections Above the Limit Can Be Suspended
The DoT has also given instructions for cases where a SIM is activated even after the customer has crossed the limit.
Until the required system is fully put in place, such a connection can be suspended immediately until the issue is sorted out.
