The Delhi government has notified a Proactive Winter Air Quality Management Framework, introducing a series of measures well ahead of the annual pollution season, as per news reports.  

The framework is aimed at reducing emissions from vehicles, controlling dust and open burning, and encouraging cleaner transportation choices during the winter months. 

BS-VI Rule for Commercial Vehicles 

As part of the framework, commercial vehicles registered outside Delhi that do not comply with BS-VI emission standards will not be allowed to enter the capital between November 1, 2026, and January 31, 2027. 

However, exemptions will be provided to CNG vehicles, electric vehicles, emergency service vehicles, and those engaged in government-related work. 

Fuel Sales to Be Linked with Pollution Certificates 

The government has also announced that vehicles without a valid Pollution Under Control Certificate (PUCC) will not be permitted to purchase fuel at petrol pumps across the city. 

The measure is intended to improve compliance with emission standards and encourage vehicle owners to maintain valid pollution certificates. 

Parking Charges to Double During Winter 

To discourage excessive use of private vehicles, parking charges at authorised parking facilities across Delhi will be doubled from November 1, 2026, to February 28, 2027. 

The move is expected to promote greater use of public transport and shared mobility options during periods of poor air quality. 

Additional Measures Planned 

The framework also provides for staggered office timings, restrictions on open burning of garbage and biomass, and advance planning for dust control and construction-related activities. 

Authorities believe early implementation planning will help improve enforcement and reduce disruptions during the winter season. 

Focus On Early Preparedness 

The Delhi government stated that the measures have been announced several months before winter to give residents, businesses, and institutions adequate time to prepare. 

The proactive approach is aimed at ensuring smoother implementation once pollution levels begin to rise.
