The Bureau of Indian Standards (BIS) is strategising the implementation of mandatory hallmarking for silver jewellery and artefacts, as per the PTI news report.  

Since 2005, silver hallmarking has been voluntary, but the BIS is now considering a mandatory approach to ensure purity. 

Mandatory Hallmarking Strategy 

On June 4, 2026, Sanjay Garg, Director General of BIS, shared plans for a phased introduction of mandatory silver hallmarking.  

The main aim is to guarantee buyers receive pure silver products. Unlike gold, the market for silver is diverse, encompassing small and large stores, and extending to items like silver furniture. This diversity makes silver hallmarking more complex to implement. 

Infrastructure and Workforce Considerations 

The hallmarking operation at BIS currently involves only 5 core staff members, with most of the work being outsourced or handled by private entities.  

Garg described operating hallmarking centres as a significant challenge, emphasising the need to build trust within the system. The operation requires careful management to avoid errors. 

Incremental Growth in Hallmarked Silver 

The gradual introduction of mandatory hallmarking reflects the BIS's cautious approach. Official figures indicate that the number of hallmarked silver jewellery articles has grown from 32 lakh in the 2024-25 fiscal year to 59 lakh in 2025-26. This increase reflects a gradual building of momentum within the sector.

Role of Assaying and Hallmarking Centres 

Currently, there are about 230 Assaying and Hallmarking Centres (AHCs) authorised by the BIS to test silver jewellery.  

The aim is to have an effective framework ready before enforcing mandatory hallmarking on a wide scale. 

Conclusion 

The Bureau of Indian Standards is taking steps towards mandatory silver hallmarking to ensure the authenticity and purity of silver products. By increasing the number of Assaying and Hallmarking Centres and gradually implementing the regulations, the BIS aims to build a reliable system for consumers.
