Legal immigration to the United States slowed significantly in 2025, with visa approvals dropping across key categories, including student, work, and family visas. According to a report by The Washington Post, the US State Department issued nearly 250,000 fewer visas between January and August 2025 compared to the same period last year.

Overall approvals for both temporary visas and permanent residency declined by 11%, reflecting a broad-based slowdown in immigration flows. Among categories, student visas recorded one of the steepest drops, falling by over 30%, while exchange visitor visas declined by nearly 30,000.

India, China Account For One-Third Of Total Decline

India and China emerged as the most impacted countries, collectively accounting for nearly one-third of the total drop in visa approvals. Visa issuance for nationals from the two countries fell by approximately 84,000, driven largely by reduced approvals in student, worker, and family-based visa categories.

Green card approvals also witnessed a decline, particularly for employment-based applicants and certain family categories. Other countries, including Afghanistan and Iraq, also saw notable reductions.

The sharp fall in student visas is particularly significant for India, which has been one of the largest sources of international students in the US in recent years.

Policy Changes And Operational Challenges Behind Slowdown

The decline has been attributed to a combination of policy tightening and administrative bottlenecks. Measures such as expanded travel restrictions covering 19 countries, stricter vetting processes including social media screening, and a temporary pause on student visa interviews have impacted approval volumes.

Additionally, operational constraints have played a major role. Staffing cuts at the State Department have reduced processing capacity, resulting in fewer consular appointments and longer wait times, especially in high-demand regions.

US officials have defended the tighter approach, citing national security priorities. However, experts note that it remains unclear how much of the decline is driven by policy changes versus a potential drop in demand.
