
The Directorate General of Civil Aviation (DGCA) has introduced a draft proposal aimed at tightening regulations for foreign airlines operating in India. This initiative includes mandatory digital registration, enhanced accountability for local representatives, and a formal system for passenger grievance reporting.
The DGCA's draft aeronautical information circular outlines several key measures to enhance oversight of foreign carriers. A significant aspect is the shift to a digital-first compliance system via the eGovernance of Civil Aviation (eGCA) portal.
Foreign airlines will need to obtain unique login credentials by submitting authenticated documents related to their incorporation and operational approvals.
Access to the portal will only be granted after the DGCA verifies the credentials and competence of the airline’s designated local representative in India.
This representative must be either an Indian national or a registered Indian entity, responsible for ensuring regulatory compliance on behalf of the airline.
Under the proposed rules, the local representative is required to report any aviation incident to the DGCA within 4 hours and maintain updated information on the eGCA portal.
The airline will be held legally liable for any lapses committed by its representative. The draft also introduces the concept of "deemed suspension" of an airline’s authorisation to operate to specific airports if those approvals remain unused for 4 consecutive International Air Transport Association (IATA) seasons.

The draft outlines a new passenger grievance redress mechanism for foreign carriers. Airlines will be required to maintain a formal grievance register and submit periodic reports to the DGCA, ensuring greater transparency and consumer protection in handling passenger complaints.
