India and Bhutan have deepened their long-standing partnership by signing a Memorandum of Understanding (MoU) to boost cooperation in agriculture and allied sectors. The agreement was formalised in Thimphu on August 28, 2025, with Shri Devesh Chaturvedi, Secretary at India’s Ministry of Agriculture and Farmers’ Welfare, and Mr. Thinley Namgyel, Secretary of Bhutan’s Ministry of Agriculture and Livestock, representing their respective governments.

Key Focus Areas Of The MoU

The MoU lays a structured framework for collaboration across a wide spectrum of areas. These include agricultural research and innovation, livestock health and production, post-harvest management, value chain development, and the exchange of knowledge, skills and expertise. Both governments view the agreement as a significant step towards food security, sustainable farming practices and rural prosperity, strengthening the shared commitment to agricultural growth and resilience.

Joint Technical Working Group And Discussions

To ensure swift implementation, the first meeting of the Joint Technical Working Group (JTWG) was convened immediately after the signing. During this session, both sides agreed on the Terms of Reference for the group and identified priority areas for immediate action. The discussions covered agriculture, livestock, agricultural marketing and cooperatives, food processing, the seed sector, research and technology collaboration, and capacity building. Shri Chaturvedi also highlighted India’s ongoing initiatives, such as digital solutions, promotion of climate-resilient agriculture, risk mitigation measures and greater access to farmer credit as key enablers for strengthening the sector.

Future Engagements And Bilateral Ties

The two countries agreed that the next JTWG meeting will take place in India at a mutually convenient time. The visit of India’s Agriculture Secretary to Bhutan was described as part of the well-established tradition of regular exchanges between the neighbours. Both sides reaffirmed their intention to build further on their close ties of friendship and cooperation, making this agreement a milestone in bilateral agricultural relations.
