
Goa’s tourism sector recorded strong visitor numbers in 2025 amid continued efforts to promote quality and sustainable travel. Tourism Minister Rohan Khaunte said the state remains focused on diversifying source markets while advancing its vision of Regenerative Tourism.
The approach seeks to balance growth with long‑term benefits for local communities, the environment, and the economy. Data released by the state Tourism Department on January 12, 2026, highlighted the sector’s recovery and expansion.
In 2025, Goa received 1,02,84,608 domestic tourists and 5,17,802 foreign tourists. This brought total visitor arrivals for the year to 1,08,02,410.
The data reflected strong domestic travel demand alongside stable international inflows. Tourism authorities noted that the growth aligned with efforts to position Goa beyond seasonal and mass tourism trends.
Foreign tourist arrivals through charter flights continued to play a key role in Goa’s inbound tourism. Traditional source markets remained important contributors to international arrivals.
The Tourism Department stated that charter flights have historically supported steady foreign traffic, particularly during peak travel seasons. These arrivals contribute significantly to regional hospitality and allied services.
Goa’s tourism journey has seen phases of growth, disruption, and recovery over the past decade. In 2017, the state welcomed 68,95,234 domestic tourists and 8,90,459 foreign tourists, taking total arrivals to 77,85,693.
Moderate growth followed in 2018 and 2019, when total arrivals reached 80,15,400 and 80,64,400, respectively. These years marked stable tourism performance prior to the pandemic‑led disruptions.
Following the pandemic impact, Goa’s tourism sector showed a gradual recovery. Total tourist arrivals stood at 86,28,162 in 2023 and rose further to 1,04,09,196 in 2024.
The upward trend continued into 2025 with arrivals crossing the 1.08 crore mark. The data indicates renewed travel confidence and improved tourism activity across domestic and international segments.
Charter flight data highlighted changes in international travel patterns over time. In 2017, Goa recorded 1,024 charter flights carrying 2,49,374 foreign tourists. Charter operations declined to 799 flights and 2,16,738 tourists by 2019.
The operationalisation of Manohar International Airport at Mopa in North Goa reflected in 2023 data, with charter services recorded at both Mopa and Dabolim airports, totalling 356 flights and 72,795 tourists.
