The Ministry of Home Affairs (MHA) has recently announced a new initiative to honor the dedicated service of personnel retiring from the Central Armed Police Forces (CAPFs) and Assam Rifles (AR).
Under this scheme, personnel retiring from ranks such as Constable to Sub-Inspector in CAPFs, and Rifleman to Naib Subedar in Assam Rifles, will be granted an honorary promotion one rank higher on their day of retirement.
This honorary rank will be exactly one level above their retiring rank and will remain within the same force or category. For example, a retiring Constable will be honored as a Head Constable, while a Rifleman retiring from Assam Rifles will receive the honorary rank of Havildar.
The purpose of this move, led by Prime Minister Narendra Modi, is to boost morale, pride, and self-respect among these personnel who have served the nation with dedication. However, it is important to understand that this promotion is symbolic only and does not come with any increase in financial benefits or pension.
The honorary promotion targets personnel below officer rank who have served commendably.
To qualify, the individual must have met all promotion criteria by the time of retirement, maintained a clean service record without major punishments in the last 5 years, and secured at least a “Good” rating in their Annual Performance Appraisal Reports (APAR) during the same period.
Additionally, the individual’s integrity must be unquestionable, and the promotion must be recommended by their commanding officer and approved by vigilance authorities.
A common question is whether this honorary promotion will lead to higher pension or other financial gains. The Ministry has clearly stated that there will be no increase in pension or any financial benefits with this honorary rank. It is intended as a gesture of respect and recognition for long service, without affecting retirement benefits.
Since the honorary rank is granted only on the day of retirement, it does not influence the personnel’s inter-se seniority or official career records. It is a mark of honor and pride, without administrative or financial implications.
