
Telecom operators together owed more than ₹1.77 lakh crore in adjusted gross revenue (AGR) dues to the government up to the financial year 2024-25, according to information placed before Parliament. The figures include licence fee and spectrum usage charges calculated under the AGR system.
Vodafone Idea has the highest outstanding amount at ₹89,952 crore. Bharti Group’s dues stand at ₹51,091 crore, while the Tata Group owes ₹20,426 crore. State-run MTNL has pending AGR dues of ₹14,462 crore. Reliance Jio Infocomm’s liability is lower at ₹1,984 crore, based on the same data.
Within Vodafone Idea’s total, AGR dues for the period from FY2006-07 to FY2018-19 have been frozen at ₹87,695 crore. These amounts are not final and are subject to reassessment. The review is expected to determine the payable figure for this period.
The Department of Telecommunications formed a committee on 30 January to examine the frozen dues of Vodafone Idea.
The panel includes a retired Secretary-level officer of the Government of India and a representative nominated by the Comptroller and Auditor General of India.
The committee has been asked to complete the reassessment within two months, unless the timeline is extended. Its decision will be binding on both the department and the company.

The data presented to Parliament shows large AGR liabilities across the telecom sector, with Vodafone Idea accounting for the biggest portion. The outcome of the reassessment will determine the final dues for the company.
