
On February 23, 2026, The Uttar Pradesh government has introduced the Women Entrepreneur Product Marketing Centre scheme in its 2026-27 Annual Budget. The initiative is designed to support rural women entrepreneurs by establishing exclusive retail outlets managed by women self-help groups.
The state government has allocated ₹100 crore for the scheme in the 2026-27 financial year. The model is aligned with the Centre’s SHE Marts initiative announced in the Union Budget 2026-27. The objective is to create structured marketing platforms for products made by women self help groups.
Nearly 1 crore women are associated with self help groups across the state. The government stated that these groups have faced challenges in accessing organised marketing channels. The new centres aim to address this gap by providing dedicated retail spaces at the Nyaya Panchayat level.
The shopping complexes will be constructed at the Nyaya Panchayat level and will be fully managed by women. These centres will facilitate the sale of various products manufactured by rural women entrepreneurs. The scheme aims to link women self help groups with local level institutional structures to improve market access.

The initiative will be integrated with the Digital Entrepreneur scheme. Digital entrepreneurs will be selected in 8,000 Nyaya Panchayats, with 50% positions reserved for local women. Each selected entrepreneur will be provided with an interest free loan of ₹0.1 crore.
The government stated that support will include access to optical fibre connectivity and assistance in linking rural products to online trading platforms. The scheme aims to facilitate a transition from credit linked activities to enterprise ownership through structured retail and digital access.
