West Bengal has launched the Mukhya Mantri Swasthya Bima Yojana (MMSBY) to provide eligible families with health insurance coverage of up to ₹5 lakh. The scheme is aimed at residents already covered under the state's Swasthya Sathi programme but who are not eligible for the Centre's Ayushman Bharat scheme. 

The initiative is intended to reduce out-of-pocket medical expenses for eligible households. However, the state government has specified several categories of people who cannot avail of the scheme. 

Who Is Not Eligible for Mukhya Mantri Swasthya Bima Yojana? 

The following individuals and families are not eligible for the Mukhya Mantri Swasthya Bima Yojana: 

  • Families with an annual income exceeding ₹8 lakh.  

  • Employees or pensioners covered under the West Bengal Health Scheme, 2008.  

  • Employees or pensioners covered under the Central Government Health Scheme (CGHS), 1954.  

  • Employees or pensioners covered under the Employees' State Insurance (ESI) Act, 1948.  

  • Employees or pensioners enrolled in group medical insurance schemes provided by central or state public sector undertakings, statutory bodies, urban local bodies, trusts, societies, or boards.  

  • State or central government employees, parastatal employees, and pensioners receive regular medical allowances.  

  • Individuals above 70 years of age, as they are eligible under the Ayushman Vaya Vandana Yojana.  

  • Individuals whose names were removed during the Special Intensive Revision (SIR) of the electoral roll under the absentee, deceased, shifted, or duplicate categories. However, applicants with pending Citizenship Amendment Act or SIR tribunal cases may remain eligible if they satisfy all other conditions.  

How to Apply for Mukhya Mantri Swasthya Bima Yojana 

Eligible beneficiaries covered under Swasthya Sathi can verify their eligibility by visiting the official Swasthya Sathi portal and entering their registered mobile number or unique registration number. 

Families not yet enrolled under Swasthya Sathi can register online through the official portal or submit a physical application at Duare Sarkar camps, Block Development Offices, or municipal offices. 

Documents Required to Apply for Mukhya Mantri Swasthya Bima Yojana 

Applicants need the following documents to complete registration or verification: 

  • Aadhaar numbers of all family members.  

  • Khadya Sathi or Digital Ration Card.  

  • A self-declared income certificate confirming that the annual family income does not exceed ₹8 lakh.
