
The government is accelerating the adoption of its digital pension platform, SAMPANN, as part of a broader effort to modernise pension disbursement systems, as per PTI report. The latest developments include onboarding new entities and pushing for faster integration across departments.
As per the report, the Goa government and the Cochin Port Authority have signed agreements to adopt the SAMPANN platform, marking a step towards wider usage beyond the telecom sector.
The platform is designed to streamline pension disbursement through a fully digital system that manages the entire pension lifecycle.
Developed and operated by the Office of the Controller General of Communication Accounts, SAMPANN currently facilitates direct pension payments to around 4.8 lakh telecom pensioners. These include beneficiaries from the Department of Telecommunications, BSNL, MTNL, and VSNL.
The platform is now being offered as a Platform as a Service solution, enabling other government departments, state administrations and public sector undertakings to adopt the system for their own pension processes.
At the same time, Communications Minister Jyotiraditya Scindia has directed the Department of Posts to integrate its pension services with SAMPANN within one week.
The instruction was issued during an event in the national capital, where the minister emphasised the need to conclude ongoing discussions and move towards immediate implementation.
Expressing concern over delays, he remarked that “talks have a way of going on forever”, indicating urgency in resolving the matter. Officials from both the telecom and postal departments have been asked to coordinate and finalise the integration without further delay.
The announcement was made during the 75th anniversary celebrations of the Postal Training Centre in Saharanpur, where a commemorative postage stamp was also released to mark the occasion.
The expansion of SAMPANN reflects the government’s focus on improving efficiency and transparency in pension management.
By digitising processes and enabling direct benefit transfers, the platform aims to simplify operations while ensuring timely payments to beneficiaries.

With new entities joining the platform and directives issued for faster integration, SAMPANN is evolving into a broader digital infrastructure for pension management across government institutions.
