In a significant move, the Bihar government has extended its self-help allowance scheme to benefit unemployed graduates. Under this initiative, eligible youth will receive ₹1,000 per month for up to 2 years to support their job-seeking efforts.
As per the news reports, Chief Minister Nitish Kumar announced on September 18, 2025, the expansion of the ‘Mukhyamantri Nishchay Swayam Sahayta Bhatta Yojana’. This financial assistance scheme, previously available only to intermediate-passed youth, will now include unemployed graduates from arts, science, and commerce streams aged between 20 and 25. Qualified individuals will receive ₹1,000 monthly for a maximum period of 2 years.
To qualify, applicants must be residents of Bihar, hold a valid graduation degree, and not be enrolled in further education or self-employment programmes. They should also not be employed in any public, private, or non-governmental organisation. The objective is to reduce youth unemployment and offer financial support during job-hunting phases.

This financial relief is part of the ‘Seven Resolves’ (Saat Nishchay) programme that aims to enhance youth empowerment through skills, training, and livelihood support. By including university graduates in the scheme, the government aligns its vision of inclusive growth and sustainable employment among the state’s young population.
The Bihar government’s decision to provide ₹1,000 monthly support to unemployed graduates reflects a strategic approach to inclusive development and youth welfare.
