As per the news reports, President Donald Trump announced on September 29, 2025, that his administration will place a 100% tariff on all films made outside the United States. The proposal was first raised in May and, if implemented, would be the first U.S. tariff on foreign movies.

Trump’s Statement

In a post on Truth Social, Trump said the U.S. film industry has lost projects to other countries. He wrote that “our movie-making business has been stolen from the United States of America, by other countries, just like stealing candy from a baby.” He also said California has been affected the most.

Legal Clarity Missing

The White House has not explained how such a tariff would be enforced or what legal powers would be used. Major studios, including Warner Bros Discovery, Paramount, Skydance, and Netflix, did not respond to requests for comment. Comcast declined to comment.

Industry Background

Hollywood films are increasingly produced across multiple countries. Financing, visual effects, and post-production are often handled overseas. Canada, the UK, and Australia have attracted many large projects with tax incentives. The Motion Picture Association said U.S. film exports totalled $22.6 billion in 2023, leaving a $15.3 billion trade surplus.

Union Response

After Trump first mentioned tariffs in May, several American film unions and guilds asked him to support tax incentives for U.S. productions instead. They argued this would help bring more projects back into the country.

Digital Distribution and Trade Rules

Films are now delivered digitally through cinema packages and streaming platforms. Since 1998, the World Trade Organisation has maintained a moratorium on customs duties for electronic transmissions. The U.S. has supported this moratorium and is also bound by commitments under the General Agreement on Trade in Services to provide non-discriminatory access for audiovisual content.
