Government procurement trends in Uttar Pradesh indicate a strong rise in participation from women-led enterprises, supported by increased adoption of the Government e-Marketplace (GeM) platform.

Key Development

Procurement by state departments from women entrepreneurs in Uttar Pradesh reached ₹4,755 crore in FY26, registering a sharp increase of ₹1,455 crore compared to ₹3,310 crore in FY25.

This translates into a growth of nearly 44% year-on-year, reflecting a sustained push towards inclusive procurement practices.

Growth Trend and Platform Adoption

The growth trajectory has been consistent over recent years, with procurement from women entrepreneurs rising from ₹467 crore in FY21 to ₹734 crore in FY22, ₹1,603 crore in FY23, and ₹2,583 crore in FY24.

All transactions were executed through the GeM portal, which serves as the centralised procurement platform for government departments and public sector entities.

Uttar Pradesh continues to lead in overall GeM procurement across states, recording purchases worth ₹22,337 crore in FY26. Other major contributors include Gujarat, Maharashtra, Delhi, and Chhattisgarh.

Key departments driving procurement activity in the state include urban development, healthcare, energy, rural development, and animal husbandry.

Broader Ecosystem Impact

The expansion of procurement is also visible in startup participation, with purchases rising to ₹3,203 crore in FY26 from ₹2,139 crore in FY25.

Additionally, businesses registered on GeM from Uttar Pradesh have seen a significant increase in their nationwide turnover, growing from ₹5,770 crore in FY21 to ₹42,654 crore in FY26.

The state government’s emphasis on routing purchases through the GeM platform has contributed to higher transparency, wider participation, and improved access for MSMEs and women-led enterprises.

The platform itself, launched in 2016, continues to play a central role in digitising public procurement.
