Uttar Pradesh Government Shifts 4,200 Officials Mobile Connections from Vodafone Idea to BSNL

The Uttar Pradesh government has initiated a migration of official mobile services at the Lucknow Secretariat, replacing Vodafone Idea with Bharat Sanchar Nigam Limited (BSNL) for Closed User Group (CUG) connections, as per news reports.  

The move will affect thousands of employees across multiple administrative departments. 

Large-Scale Telecom Migration Underway 

According to an official Secretariat directive, BSNL has been selected as the new provider for official CUG mobile services used within the Lucknow Secretariat.  

The transition will cover approximately 4,200 employees, ranging from Computer Assistants and Review Officers to Special Secretaries and other government personnel. 

The shift is being coordinated through the Secretariat's Telephone Cell, which has already started preparations for distributing new BSNL SIM cards to eligible employees. 

Employees Raise Concerns Over Number Changes 

While staff have not opposed the change in service provider, concerns have emerged over the allocation of entirely new mobile numbers.  

A delegation of Secretariat employees recently met the Chief Secretary of Uttar Pradesh to highlight the issue. 

Employees argued that their existing official mobile numbers have been used for years and are linked to numerous government records, office directories, and emergency contact databases.  

They expressed concern that replacing these numbers could create communication challenges for field offices, district administrations, and members of the public who regularly interact with Secretariat officials. 

To address the issue, the delegation requested that Mobile Number Portability (MNP) be permitted so that employees can retain their existing numbers while moving to the BSNL network. 

Departments Asked to Coordinate SIM Distribution 

As part of the implementation process, all departments have been instructed to nominate a coordinating officer.  

These officers will be responsible for collecting employee information, including names, designations, and corporate eHRMS codes. 

The details will then be submitted to Room No. 134 in the Main Secretariat Building, which has been designated as the collection point for the new BSNL CUG SIM cards.

Conclusion 

The migration marks a significant telecom transition within the Lucknow Secretariat, affecting around 4,200 employees. While the rollout process has begun, employee representatives continue to seek number portability to minimise disruption to existing communication channels.
