Telecom Sector AGR Dues Stand at ₹1.41 Lakh Crore; Vodafone Idea Leads With ₹66,149 Crore

India's major telecom operators had ₹1,40,876.63 crore in outstanding Adjusted Gross Revenue (AGR) dues as of March 31, 2026, according to a Department of Telecommunications reply in the Rajya Sabha, as per The Moneycontrol news report.
Vodafone Idea had the highest outstanding amount, while BSNL had no pending AGR dues.
Vodafone Idea Accounts for Largest Share
Vodafone Idea Limited owed ₹66,149 crore, followed by Bharti Group at ₹41,178.58 crore and Tata Group at ₹16,649.77 crore.
MTNL's outstanding dues stood at ₹14,870.39 crore, while Reliance Jio Infocom owed ₹2,028.89 crore. BSNL reported no outstanding AGR dues as of the stated date.
Government Relief Measures
Telecom service providers that were not under insolvency or liquidation proceedings were offered a moratorium of up to four years for AGR dues up to FY2018-19.
Bharti Group, Tata Group and Quadrant Televentures opted for the moratorium but did not choose to convert the interest amount into equity.
BSNL's AGR dues up to FY25 were fully settled through equity infusion under the BSNL Revival Package, 2022. MTNL's dues are to be realised through asset monetisation proceeds.
The government clarified that, apart from Vodafone Idea, BSNL and MTNL, it did not acquire equity in any other telecom operator under the AGR relief measures.
Telecom Revenue Reaches ₹3.73 Lakh Crore
Major telecom service providers reported ₹3.73 lakh crore in gross revenue and ₹3.17 lakh crore in AGR for the year ended March 2026.
Reliance Jio reported the highest gross revenue at ₹1.41 lakh crore, followed by Bharti Group at ₹1.39 lakh crore. Vodafone Idea recorded gross revenue of ₹62,146.39 crore and AGR of ₹39,827.18 crore.
Spectrum Charges and Dues Review
Spectrum usage charges stood at ₹4,024.29 crore, based on self-assessment by telecom service providers.
The government said outstanding AGR figures may be revised based on operator representations, departmental assessments, audit observations and court cases.
