
The Odisha government has given the green light to a fresh wave of large industrial investments, reinforcing the state’s push towards becoming a major manufacturing and energy hub, as per PTI reports.
The approvals underline the administration’s focus on long-term economic expansion, employment generation and sectoral diversification.
At a meeting of the High-Level Clearance Authority chaired by Chief Minister Mohan Charan Majhi, seven projects with a combined investment of ₹55,783 crore were cleared.
These projects are expected to generate 14,507 jobs across multiple districts, including Dhenkanal, Ganjam, Keonjhar and Khurda.
The approved proposals cover a wide range of industries such as steel, rare earth manufacturing, automobiles and auto-components, semiconductors, industrial gases, ferroalloys, and conventional as well as renewable power.
The largest proposal came from Saffron Resources Private Limited, a JSW Group company, which plans to invest ₹35,000 crore to set up a 6 million tonnes per annum steel plant in Dhenkanal. This project alone is expected to create around 8,000 employment opportunities.
In the rare earth manufacturing segment, Jindal Poly Films Limited will invest ₹12,000 crore in Ganjam to establish a titanium dioxide pigment manufacturing facility with a capacity of 0.5 MTPA, generating about 4,000 jobs.
Odisha’s auto and auto-components ecosystem will see further expansion with a ₹1,697 crore investment in Ganjam for a unit producing tyres, carbon black and zinc oxide, expected to employ 685 people.
High-tech manufacturing also received a boost with Sancode Semi Private Limited planning an outsourced semiconductor assembly and testing (OSAT) unit in Khurda. The project involves an investment of ₹1,649.98 crore and is expected to create 570 jobs.
Inox Air Products Private Limited has proposed a ₹1,300 crore air separation unit in Dhenkanal, supporting industrial gas demand and generating 180 jobs.
The ferroalloys sector will see a ₹2,000 crore investment by Ferro Alloys Corporation Limited in Keonjhar for ferro manganese, silico manganese production, ore beneficiation and a 100 MW captive power plant, creating 772 jobs.
Additionally, GMR Kamalanga Energy Limited has received approval to set up a 350 MW thermal power plant in Dhenkanal with an investment of ₹2,136.02 crore, providing employment to around 300 people.

With these approvals, Odisha is strengthening its position as a diversified industrial destination, combining heavy manufacturing, advanced technology and energy infrastructure. The scale and sectoral spread of the projects signal sustained investor confidence and are expected to play a key role in driving economic growth and employment in the state over the coming decade.
