Maharashtra is exploring a new legal framework that could allow land and other immovable assets to be represented through digital tokens using blockchain technology, according to a PTI report. The initiative forms part of the state's broader efforts to support economic growth and improve asset utilisation.

Chief Minister Devendra Fadnavis has directed officials to prepare legislation for the proposed system. The framework aims to create a legally recognised process for digitising property-linked value while maintaining ownership protections.

Maharashtra DELTA Framework for Property Tokenisation

The proposed framework, named DELTA (Maharashtra Digitisation and Exchange of Land Token Assets), seeks to provide a legal structure for blockchain-based tokenisation of immovable assets. Under the proposal, the economic value of land and real estate assets could be represented through digital tokens recorded on a blockchain network.

The initiative is being considered as part of Maharashtra's ambition to become a $1 trillion economy by 2030. Officials have been tasked with examining the legal, regulatory and technological requirements needed to implement the framework.

Property Tokenisation

Property tokenisation refers to the conversion of ownership interests or economic value linked to a physical asset into digital tokens. Each token can represent a defined share or interest in the underlying property, with records maintained on a blockchain platform.

The system can potentially improve the transferability and accessibility of property-related assets through digital infrastructure. Supporters of the concept argue that tokenisation could help unlock value from assets that are traditionally less liquid.

According to the proposal, blockchain-based tokenisation could make property transactions and financing processes more efficient. Fadnavis noted that conventional procedures for transferring property ownership or using real estate as collateral can be time-consuming.

Expert Committee to Develop Legal and Regulatory Framework

The Maharashtra government plans to constitute an expert committee to prepare a comprehensive framework for asset tokenisation. The panel is expected to include representatives from the Securities and Exchange Board of India (SEBI), Bombay Stock Exchange (BSE), National Stock Exchange (NSE), legal experts, researchers and startups.

The committee will study international regulations, market practices and technology platforms related to asset tokenisation. Its recommendations will help shape the proposed legislation and establish safeguards for digital property-linked assets.
