Maharashtra is preparing to introduce a new land titling law aimed at improving transparency and security in property transactions, according to a Moneycontrol report. State Revenue Minister Chandrashekhar Bawankule announced that the proposal is expected to be finalised during the winter session of the Maharashtra Legislature in Nagpur in December 2026.

The state government said the initiative is designed to reduce property disputes, curb fraud and modernise land ownership records. If implemented, Maharashtra could become the first state in India to introduce such legislation.

Maharashtra Land Titling Law and Digital Property Cards Explained

The proposed land titling law will introduce a government-backed digital property card for every property owner in the state. Instead of examining a long chain of historic ownership records, stakeholders will be able to refer to a single document containing ownership details, legal heirs, land records and other relevant information.

According to the government, the card will serve as a trusted record of ownership backed by official verification. The initiative is intended to align Maharashtra’s property record system with internationally recognised practices.

How Government-Backed Property Cards Will Work

Under the proposed framework, the digital property card will become a central source of ownership information. The government believes this approach can simplify property verification by consolidating critical details into one record.

Officials said the document could be accepted as proof of ownership not only within India but also for certain international requirements. The move is expected to reduce dependence on multiple historical documents during property transactions.

Measurement First Registration Rule for Property Transactions

A key feature of the proposal is the introduction of a “measurement first, registration later” system. Under this rule, land parcels must undergo official measurement and surveying before registration can be completed.

The government believes this requirement will help address disputes relating to land boundaries and ownership claims. By ensuring accurate records before registration, authorities aim to make property transactions more transparent and legally robust.

Vertical Property Cards for Cooperative Housing Society Flats

The state government also plans to introduce Vertical Property Cards for flat owners in urban cooperative housing societies. These cards will provide apartment owners with an independent and clearly defined ownership record.

During the programme in Thane, Thane District Co-operative Housing Federation chairman Sitaram Rane requested easier procedures for recording names under “other rights” in property cards and 7/12 extracts. Bawankule responded that the government would consider these demands positively while refining the proposed legislation.
