India-US Trade Talks: Indian Officials to Visit US Next Week for Trade Discussions

A Delegation from India’s Commerce Ministry is scheduled to visit Washington, DC next week for trade discussions with US officials, as per IANS report.  

The visit is intended to resume engagement on an interim trade arrangement that has been under discussion for several months. 

Talks Resume After February Deferment 

A round of talks between chief negotiators, earlier scheduled for 23 February, was postponed after a ruling by the US Supreme Court.  

The court invalidated a set of reciprocal tariffs introduced during the tenure of former President Donald Trump, stating that the use of emergency powers was beyond permissible limits. 

The development led to a pause, with both sides reviewing the implications before fixing a new schedule. 

Tariff Revisions Alter Framework 

Before the delay, both countries were close to concluding the first phase of a bilateral trade agreement. The US had indicated that tariffs on Indian goods could be reduced to around 18% as part of the arrangement. 

Subsequently, tariff levels were revised upwards from 10% to 15%. This change has altered the reference point for negotiations and may require adjustments to earlier terms discussed between the 2 sides. 

Section 301 Investigation on Agenda 

The upcoming discussions are also expected to cover a Section 301 investigation initiated by the United States Trade Representative. India and China are among about 60 economies included in the review. 

The probe is examining whether policies related to the enforcement of bans on goods produced using forced labour are discriminatory or place restrictions on US trade. The findings could influence future measures. 

Visit Ahead of Rubio Trip 

The timing of the visit comes ahead of US Secretary of State Marco Rubio’s planned trip to New Delhi next month. The discussions are expected to continue work on pending issues in advance of that visit.
