
India has begun an anti-dumping investigation into imports of nylon chips and granules from China and Russia after a complaint was filed by a local manufacturer, as per PTI report.
The inquiry has been initiated by the Directorate General of Trade Remedies (DGTR), which works under the Ministry of Commerce and Industry, according to a notification issued by the authority.
Reports suggest that the products under review are Nylon 6 chips and granules with relative viscosity (RV) below 3. These are used mainly in the textiles sector and for making synthetic fibres and other downstream products.
The application has been filed by Gujarat Polyfilms, which has alleged that imports from China and Russia are entering the Indian market at dumped prices.
The company has claimed that such imports are affecting domestic producers of similar goods by putting pressure on prices and sales volumes.
According to the DGTR, the applicant submitted data on export prices, normal value and indicators of injury to the domestic industry. The authority said the information provided was adequate to justify the start of a formal investigation.
In its notification, the DGTR said it had found prima facie evidence suggesting that nylon chips and granules from China and Russia are being dumped in the Indian market. Based on this initial assessment, the authority has started a detailed examination of the matter.
The investigation will look into whether the goods were sold in India below their normal value and whether such imports caused material injury to domestic manufacturers. Factors such as import volumes, price trends and the performance of the domestic industry will be reviewed during the investigation period.
If the DGTR concludes that dumping has taken place and that it has led to injury, it may recommend the imposition of anti-dumping duties on the imports concerned.
The recommendation, if made, will be sent to the Ministry of Finance, which takes the final decision on whether duties should be imposed.
Anti-dumping measures are allowed under the rules of the World Trade Organisation. India, China and Russia are members of the WTO and follow its framework on trade remedies.

The investigation will determine whether imports of nylon chips and granules from China and Russia have caused injury to Indian producers, with any decision on duties to follow after the review process is completed.
