
India and Germany have taken a major step in strengthening their strategic partnership with the signing of 19 agreements and policy commitments across defence, technology, clean energy, education and mobility.
The outcomes were announced during German Chancellor Friedrich Merz’s 2-day official visit, marking one of the most comprehensive expansions of bilateral cooperation between the 2 countries.
A key outcome of the visit was a Joint Declaration of Intent to deepen defence industrial cooperation, aimed at enabling co-innovation and co-production between Indian and German companies.
This move is designed to support India’s domestic defence manufacturing ambitions while opening new opportunities for German defence firms.
Beyond defence, both countries also agreed to work closely on critical and emerging technologies, including a semiconductor ecosystem partnership, collaboration on critical minerals and joint initiatives in telecommunications, positioning the relationship at the centre of future-ready industries.
Clean energy emerged as a core pillar of the partnership. An offtake agreement between India’s AM Green and Germany’s Uniper Global Commodities will facilitate the supply of green ammonia, strengthening India’s role in the global clean fuel market.
Germany also committed €1.24 billion of fresh funding under the Green and Sustainable Development Partnership for renewable energy, green hydrogen, electric bus deployment and climate-resilient urban infrastructure.
A dedicated battery storage working group was also launched to accelerate investments in energy storage projects.
A new roadmap on higher education was adopted alongside multiple initiatives on skilling and workforce mobility. A National Centre of Excellence for Skilling in Renewable Energy will be set up in Hyderabad to support India’s clean-energy workforce needs.
Germany also announced visa-free transit for Indian passport holders, while new frameworks for healthcare recruitment, youth sports and scientific cooperation were finalised, reinforcing people-to-people ties.

The breadth of agreements signed during Chancellor Merz’s visit reflects a decisive deepening of India-Germany relations, spanning defence manufacturing, advanced technologies, green energy and human capital. With large-scale funding commitments and institutional frameworks now in place, the partnership is set to play a strategic role in India’s industrial growth and energy transition over the coming decade.
