
The Department of Telecommunications has announced a series of reforms under the PM-WANI framework to improve public Wi-Fi connectivity. These measures aim to simplify access, enhance usability, and increase adoption of public internet services.
The initiative forms part of the government’s broader digital infrastructure strategy under Digital India. The updated guidelines are expected to be implemented nationwide within a defined timeline.
The reforms have been introduced through DoT Circular Nos. 1/PM-WANI/2026 and 2/PM-WANI/2026. They focus on improving user experience and operational efficiency across the PM-WANI ecosystem.
Key updates include QR-based authentication, short-duration plans, and standardised hotspot identification. Stakeholders have been directed to implement these changes within 8 weeks, targeting full rollout by July 2026.
A significant feature of the reform is the introduction of QR-based authentication for laptops and secondary devices. Users can now connect to public Wi-Fi by scanning a QR code using an authenticated mobile application.
This removes the need for repeated credential input and simplifies access across devices. The feature is expected to enhance both user convenience and connection security.
The Department of Telecommunications has advised operators to introduce flexible short-duration internet plans for public Wi-Fi users. These include 15-minute, 30-minute and 60-minute access options designed for users needing temporary connectivity in locations such as stations, malls and transit hubs.
The initiative aims to improve affordability and accessibility for students, commuters and small businesses. It may also help increase utilisation of existing public Wi-Fi infrastructure.
The reforms introduce standardised SSID naming using PMWANI branding to help users easily identify authentic networks. This is expected to improve reliability and reduce confusion related to public Wi-Fi connections.
The PM-WANI ecosystem, which includes Public Data Offices, aggregators, and app providers, will benefit from improved interoperability. Additional features such as role-based access, unified login, and integration with government platforms further strengthen system coordination.
