
Even as the finance ministry has moved into a modern office complex at Kartavya Bhawan, the printing of the Union Budget 2026 will continue at the old and familiar North Block. The decision highlights how secrecy, security and timing continue to outweigh convenience when it comes to one of India’s most sensitive government exercises.
The finance ministry shifted to Kartavya Bhawan in the Central Vista complex in September 2025. However, the new building does not yet have a fully operational secure printing press. Until this facility is ready, the government has chosen to continue Budget printing at North Block on Raisina Hill, which has served this purpose for decades.
Budget documents involve inputs from multiple ministries and departments and are finalised under tight deadlines. Any disruption or delay could pose risks. To avoid this, authorities decided to rely on the tried and tested North Block press for Budget 2026.
North Block houses a dedicated government press designed specifically for confidential printing. It is located away from public access and follows strict security protocols. Over the years, this press has become central to maintaining the secrecy surrounding Budget preparation.
Although plans were made to modernise and relocate the press to Kartavya Bhawan, including the use of lighter and upgraded machines, the new setup could not be made ready in time. As a result, North Block remains the safest option.
India’s Budget printing process has evolved over time. In the years after independence, Budget papers were printed at Rashtrapati Bhavan. A leak in 1950 led to the work being shifted to a press on Minto Road. In 1980, printing was moved again to North Block to allow tighter controls and better security.
These changes underline how seriously the government treats Budget secrecy.
One of the most unique aspects of Budget preparation is the lock-in or quarantine period. Once printing begins, officials and press staff remain confined to the press area with no access to phones or outside communication.
Earlier, this period lasted up to 12 days. With fewer physical copies now required, the lock-in has been reduced to less than a week. The process traditionally begins with the halwa ceremony, marking the final stage of Budget preparation.
Since 2021, Budget documents have largely gone digital. Lawmakers and the public access key documents through the Union Budget mobile application. Still, several hundred hard copies are printed each year for official and archival needs.

Despite a new office and a more digital approach, Budget 2026 printing remains at North Block because of security, experience and preparedness. Until Kartavya Bhawan’s secure press is fully ready, India’s most secret documents will continue to be produced where secrecy has long been assured.
