
JSW Steel is to start construction work on its proposed steel plant at Dhinkia in Odisha’s Jagatsinghpur district on Wednesday, as per news reports. The project is coming up on land that was earlier acquired for POSCO’s proposed steel plant near Paradip.
The steel project will be developed by JSW Utkal Steel Ltd, a wholly owned subsidiary of JSW Steel. Odisha Chief Minister Mohan Charan Majhi and JSW Group Chairman Sajjan Jindal are expected to attend the programme at the project site.
The proposed integrated steel plant will have a production capacity of 13.2 million tonnes per annum (mtpa). Officials said the project was initially estimated at around ₹65,000 crore, but the investment may rise to nearly ₹1 trillion after expansion in capacity and associated infrastructure.
The project includes 2 blast furnaces, a 900 megawatt captive power plant, a 10 mtpa cement grinding unit, and a captive jetty near Paradip port. The company has also planned an iron ore slurry pipeline linking Keonjhar district with the steel complex.
The plant will be developed in phases. The company has plans to increase capacity to 25 mtpa over time. One of the pellet units linked to the project is nearing completion.
State government officials said construction activity on the steel plant has been advanced from the earlier timeline. Initial plans had indicated that work on the main steel facility would begin after completion of the pellet plant around 2028.
The integrated complex is expected to include pellet units, steel manufacturing units, jetty infrastructure, and a solar power component.
Posco had signed an agreement with the Odisha government in 2005 to set up a 12 mtpa steel plant near Paradip with an estimated investment of about $12 billion.
The project later faced opposition related to land acquisition, rehabilitation, and environmental issues.
The site, spread across nearly 2,958 acres, remained unused after Posco exited the project. The land was later transferred to the state land bank before being allotted for the JSW project.

As of May 26, 2026, 2:44 pm, JSW Steel share price was trading at ₹1,295.90, a 0.50% increase from the previous closing price.
The proposed steel complex is among the largest industrial projects currently under development in Odisha. The project includes steel production units, power facilities, logistics infrastructure, and pellet plants.
