Bombay HC Clears Adani-Led Motilal Nagar Redevelopment Project Worth ₹20,000 Crore

In a significant ruling, the Bombay High Court has dismissed a review petition challenging the redevelopment of Motilal Nagar in Goregaon, Mumbai, thereby facilitating the ₹20,000 crore project to proceed under Adani Realty’s leadership, as per news reports.
HC Upholds MHADA’s Right to Redevelop Motilal Nagar
On July 25, 2025, the Bombay High Court reaffirmed the Maharashtra Housing and Area Development Authority’s (MHADA) authority to redevelop the 141-acre Motilal Nagar land parcel through a private developer. The court dismissed a petition filed by Motilal Nagar Vikas Samiti, which had sought to quash MHADA’s March 2025 order appointing Adani Realty as the Consultant and Development Agency (CDA). The bench confirmed MHADA’s legal rights as the landowner to proceed with the project after following due process through a bidding mechanism.
Key Redevelopment Highlights and Rehabilitation Plan
The project will see the transformation of one of Mumbai’s largest residential clusters. Originally built in 1960 for economically weaker sections with 200 sq ft houses, the area currently accommodates both MHADA residents and informal settlers. A total of 5,300 families, 3,700 MHADA residents and 1,600 slum dwellers are set to be rehabilitated as part of the special project. This undertaking was sanctioned by the Maharashtra Cabinet in September 2021 and categorised as a Special Project via a GR issued in October 2021.

Contentions and Grounds in the Review Petition
The petitioners argued that Rule 33(5)(2) of the DCPR grants societies the right to self-redevelopment or choose their developer with 51% consent. However, the High Court ruled that these arguments were previously considered and rejected. MHADA’s representation emphasised that the petitioner had earlier agreed that redevelopment should be undertaken by MHADA. Tendering led to the transparent appointment of Adani Realty, reinforcing the legitimacy of the process.

The Bombay High Court's decision marks a significant advancement for the Motilal Nagar redevelopment project. With legal hurdles cleared, MHADA and Adani Realty can now move forward with the ₹20,000 crore plan that aims to improve housing for over 5,000 families and transform a key area in Goregaon West.
