SEBI Revises Document Verification System; Adds Subject Matter as Mandatory Field for Physical Notices

The Securities and Exchange Board of India (SEBI) has revised its Document Number Verification System (DNVS), making the subject matter of a letter a mandatory field for verifying physical letters and notices issued by the regulator, as per news reports. 

Five Details Required 

Under the revised process, recipients of SEBI letters, or people acting on their behalf, have to validate their credentials and enter five details. These are the outward number, name of the issuing SEBI official, date of the letter, subject matter, and recipient's name. 

The system has also been aligned with the outward number format generated through the outward module of SEBI's e-Office system. SEBI said the changes were made to strengthen the credibility of the authentication process. 

Verification of Letters and Notices 

The DNVS can be used to check physical communications issued by SEBI, including notices and show-cause notices. When the details entered by the user match SEBI's records, the system confirms that the communication was issued by the regulator. 

If the information does not match the records, the system displays a "no record is found" message. The user can enter the details again or seek confirmation from SEBI by writing to dnvs@sebi.gov.in. 

Contents Are Not Verified 

SEBI has clarified that the DNVS only checks whether a particular communication was issued by the regulator. The verification does not establish the authenticity or correctness of the contents of the letter. 

This distinction applies to documents that are successfully matched with SEBI's records through the system. 

Revised System Operational from September 

SEBI introduced the Document Number Verification System in April 2025. The facility was created to allow recipients to check whether physical letters and notices, including show-cause notices, were issued by SEBI. 

The revised system became operational in September 2026. Communications issued before September 2026 can be verified by sending the required details to dnvs@sebi.gov.in. 

Where to Access DNVS 

The Document Number Verification System remains available on the SEBI website under "Authenticate Document Number Issued by SEBI". A guidance note explaining the use of the system is also available on the same webpage.

Conclusion 

The revised process adds the subject matter to the mandatory verification details and brings the numbering format in line with SEBI's e-Office system. It continues to verify the source of a communication, rather than its contents.
