India’s E-Challans Amount to ₹49,194 Crore, Surpassing Highway Project Costs

India faces a hefty sum of ₹49,194 crore in outstanding e-challans, of which ₹23,019 crore remains unrecovered. This amount not only exceeds the costs of several highway projects but also surpasses the budgets of certain states, as per the news report.
Current E-Challan Situation
The Supreme Court has been informed of ₹49,194.05 crore in outstanding e-challans across India, with only ₹26,175.05 crore of fines recovered.
Hence, ₹23,019 crore remains unpaid. The court has directed states to restrict vehicle services and blacklist vehicles with unpaid fines on the Parivahan portal as a measure to improve recovery.
Comparison with Highway Projects
The total e-challans value of ₹49,194.05 crore exceeds the estimated costs of 7 highway projects, such as the Delhi–Amritsar–Katra Expressway (₹40,000 crore) and the Ganga Expressway Phase 1 (₹36,230 crore). The amount is also close to the Surat–Chennai Expressway’s cost of ₹50,000 crore.
Impact on State Budgets
The e-challans sum surpasses the annual budgets of states like Sikkim (₹16,196 crore) and Mizoram (₹17,469 crore). Even the unrecovered ₹23,019 crore exceeds the budgets of some states, highlighting the potential fiscal impact.

Unpaid Fines by Government Vehicles
As per news reports, in Karnataka, unpaid fines from government vehicles accounted for ₹19.24 crore, with 82,208 traffic violations reported in the last 3.5 years. Police vehicles contributed 3,366 of these violations.
Efforts to Improve Recovery
Measures are being taken in cities like Chennai and Hyderabad to help motorists check and settle pending fines. Special call centres have been established, while authorities conduct random vehicle checks to enforce compliance.
Conclusion
India grapples with e-challans totalling ₹49,194 crore, a figure surpassing costs of multiple highway projects and budgets of several states. The unpaid sum of ₹23,019 crore significantly overshadows smaller state budgets and is causing governmental vehicles' unpaid fines to come under scrutiny.
