BSNL Aims for Pan-India 4G Rollout by September-End

Bharat Sanchar Nigam Limited (BSNL) will finish rolling out its 4G network across India by the end of September. The launch for all users is set for September 27, according to the company’s chairman and managing director, A Robert J Ravi.
“It is our indigenous technology that we are inaugurating across the country on September 27,” Ravi stated at the Bharat Digital Infra Summit 2025.
Initial Launch
The company had earlier carried out a soft launch of 4G services in Delhi on August 15, 2025. BSNL started its 4G rollout in metro cities in 2024 with an investment plan of ₹25,000 crore.
The network is based on indigenous technology. At present, BSNL is providing services through a partner arrangement that gives last-mile radio coverage to users on compatible 4G devices.
Infrastructure Setup
To date, BSNL has installed around 1 lakh mobile towers to support the 4G network. The operator has also outlined further investments of up to ₹47,000 crore to increase capacity and prepare for future 5G services.
Financial Results
After years of losses, BSNL reported profits in consecutive quarters during 2024. The company posted a net profit of ₹262 crore for the July-September quarter and ₹280 crore for the October-December quarter, marking its first back-to-back profits in 18 years.
Government Targets
Telecom Minister Jyotiraditya Scindia said in July that BSNL’s 4G rollout could help improve its cash flows. In a review meeting, he directed the company to raise its average revenue per user by 50% and to expand its enterprise business by 25-30% across units over the next year.
