The Lok Sabha has passed the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) Bill, 2025, marking a major update to India’s rural employment system. The new law is designed to replace the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), which has been in operation for more than 20 years.

The objective of the Bill is to strengthen income support for rural households while improving the quality and usefulness of assets created through public employment programmes.

Viksit Bharat Rozgar Bill Guarantees More Workdays

One of the most significant changes under the new Bill is the expansion of guaranteed wage employment from 100 days to 125 days per rural household each year. Adult members willing to perform unskilled manual work will continue to be eligible under the scheme.

The increase is intended to provide greater income stability, especially in regions where seasonal employment opportunities are limited.

What Will the Viksit Bharat Rozgar Bill Focus On?

Beyond employment, the new framework places greater emphasis on creating long-lasting and productivity-enhancing assets in rural areas. These include projects related to water conservation, rural infrastructure, land development, and livelihood-supporting facilities.

The Bill aims to align employment generation more closely with village-level development needs, so that public spending leads to visible and sustainable outcomes rather than short-term work alone.

Central Coordination and Implementation

The proposed law introduces a more centrally coordinated planning and monitoring structure. The government believes this will improve efficiency, reduce leakages, and ensure that funds are used more effectively.

Better coordination is also expected to help standardise processes such as work allocation, measurement, and reporting across states, while maintaining the core focus on rural employment.

Existing Challenges Remain Important

While the new Bill expands the scope of guaranteed work, long-standing implementation challenges remain relevant. Timely wage payments, transparency in work records, and access to grievance redressal systems will continue to play a critical role in determining the scheme’s success.

Addressing these operational issues will be essential to ensure that higher workday guarantees translate into real benefits for rural workers.
