
The Odisha government has introduced the Videsh Siksha Bruti scheme to help SC and ST students pursue postgraduate and PhD studies abroad, offering substantial financial support from the 2025–26 academic year.
Under the Videsh Siksha Bruti scheme, students from families with an annual income of up to ₹12,00,000 will be eligible for support. Applicants must have secured confirmed admission to postgraduate or PhD programmes at universities ranked among the Top 200 in the QS World Rankings.
Each year, the government will select 50 students, with places allocated across engineering, technical, medical, agriculture, architecture, and other higher education disciplines.
Each selected student will receive up to ₹25,00,000 per year to support study and living expenses abroad. Of the 50 annual scholarships, 10 will be assigned to engineering and technical streams, 10 to medical, agriculture, architecture and other technical fields, and 30 to broader higher education.
Applications will be invited twice yearly, during July–August and December–January cycles.

Alongside the launch, appointment letters were issued to 34 candidates recruited to Group C and Group D posts in aided colleges through rehabilitation assistance. This forms part of the state’s ongoing efforts to strengthen administrative capacity in educational institutions.
The Odisha State Higher Education Council received copyright to conduct Academic Performance Audits for higher education institutions. This development positions Odisha as the first state in India to adopt a dedicated framework aimed at improving academic standards through systematic evaluation.
