PAHAL DBTL Scheme Enhances LPG Subsidy Transparency and Efficiency Across India

The PAHAL Direct Benefit Transfer for LPG (DBTL) Scheme, launched in January 2015, continues to improve transparency and efficiency in LPG subsidy distribution by enabling direct bank transfers, authentication checks, and ongoing deduplication of consumer data. 

Direct Transfers and Deduplication Drive PAHAL’s Effectiveness 

The PAHAL Direct Benefit Transfer for LPG scheme ensures that all LPG cylinders are sold at a uniform Retail Selling Price (RSP), while eligible subsidy amounts are credited straight into the beneficiaries’ bank accounts.  

The introduction of a Common LPG Database Platform (CLDP) has enabled the identification and removal of duplicate connections using Aadhaar, bank details, ration card, and address. So far, 8,63,000 ineligible PMUY connections have been terminated based on these validations. 

Biometric Aadhaar Authentication for Targeted Benefits 

To enhance authentication, biometric Aadhaar verification has been implemented by Oil Marketing Companies (OMCs) for PMUY and PAHAL beneficiaries.  

As of November 1, 2025, 69% of current PMUY users have completed biometric authentication. New users undergo biometric verification before connection activation, ensuring benefits reach intended households only. 

Addressing Inactive and Ghost Connections 

Following a Standard Operating Procedure issued in January 2025, 20,000 inactive PMUY users who never refilled after initial connection have been removed. This prevents misuse and diversion of subsidised LPG for commercial purposes and supports targeted delivery of subsidies.

Grievance Redressal and Consumer Support Strengthened 

Consumers now have multiple platforms to voice concerns, including a toll-free helpline (1800 2333 555), websites, mobile apps, CPGRAMS portal, MoPNGeSEVA social handles, and direct distributor contact.  

Safety is also prioritised through helpline 1906, dedicated to LPG accidents. Unresolved online complaints can be reopened for further review, ensuring quality service and accountability.

With databased validation, inactive account removals, and improved service access, the scheme continues to facilitate efficient and transparent benefit distribution across India.
