India’s Biggest Pensioner Welfare Drive: DLC Campaign 4.0 Generates 1.54 Crore Certificates

The Department of Pensions and Pensioners’ Welfare (DoPPW) completed DLC Campaign 4.0, promoting digital empowerment among pensioners.  

With 1.54 crore submissions, including 91 lakhs via Face Authentication Technology, the campaign marked significant advancement in ease of living for senior citizens. 

DLC Campaign 4.0: India's Largest Digital Pension Drive 

The DLC Campaign 4.0, conducted from November 1 to November 30, 2025, achieved a record-breaking 1.54 crore Digital Life Certificates (DLCs).  

Of these, over 91 lakhs, approximately 60%, were submitted through Face Authentication Technology, showing a 230-fold increase from the previous campaign.  

The initiative provided an accessible method for super senior citizens, individuals with faded fingerprints, and those in remote areas to submit their certificates efficiently. 

Widespread Participation and National Coverage 

Over 75,000 camps were held across 2,000 cities and districts involving more than 1.8 lakh postmen and 1,400 nodal officers.  

The campaign followed a universal outreach model supported by 19 banks, India Post Payments Bank (IPPB), UIDAI, EPFO, and 57 Pensioners’ Welfare Associations. These collaborations ensured that even the most digitally disconnected pensioners could participate.

Impressive State-Wise and Institutional Contributions 

Maharashtra led with 21.87 lakh DLCs, followed by Uttar Pradesh at 12.79 lakh and Tamil Nadu with 12.64 lakh. Defence services contributed 28.38 lakh submissions, while Central Civil departments facilitated over 8 lakh certifications.  

Leading banks like SBI (22.46 lakh), IPPB (4.68 lakh), and PNB (3.12 lakh) made significant efforts through camps organised across 1,250 locations. 

Face Authentication and Doorstep Assistance Shine 

The promotion of Aadhaar-based Face Authentication App within camps enabled pensioners to register with ease. Doorstep services from banks and postal workers further helped more than 11 lakh pensioners aged 80 and above submit their DLCs without leaving their homes. 

Conclusion 

DLC Campaign 4.0 successfully enhanced accessibility and convenience for pensioners nationwide by integrating technology and community outreach. The campaign laid a strong foundation for further digital service innovations in pension management.
