
Delhi’s Transport Department has issued a notice that any vehicle meeting end of life criteria will be impounded and sent for scrappage without prior notice, aiming to curb road‑side emissions.
The notice applies to diesel vehicles older than 10 years, petrol vehicles older than 15 years and any vehicle that complies with BS III or older emission standards.
Both moving and parked vehicles in public areas such as roads, markets, and parking bays will be seized. Owners will not receive individual warnings before their vehicle is taken.
An end-of-life vehicle is defined as any diesel or petrol vehicle that exceeds the age limits mentioned above or any vehicle that falls under the BS III emission category. The rule makes no distinction based on the condition of the vehicle or its usage history.

Enforcement teams are instructed to act wherever an end-of-life vehicle is found. Once seized, the vehicle is transferred directly to a scrappage facility. The process is intended to be swift to reduce the contribution of high‑emission vehicles to Delhi’s air quality problems.
Owners wishing to retain their vehicle must obtain a No Objection Certificate before moving the vehicle out of the National Capital Region. Without a valid NOC, the vehicle cannot be relocated and will be subject to impoundment.
The measure aligns with existing court orders and pollution control regulations. By removing ageing, high‑emission vehicles, the government expects a measurable improvement in ambient air quality across the capital.
Delhi’s new directive mandates the immediate impoundment and scrappage of diesel vehicles older than 10 years, petrol vehicles older than 15 years and all BS III or older cars, with no exemptions. Owners must secure a No Objection Certificate to transfer vehicles outside the NCR.
