
The United States has implemented new regulations for the Diversity Immigrant Visa Program, commonly known as the Green Card lottery. As of April 10, 2026, applicants will need to upload a passport scan alongside their entry to meet enhanced identity requirements.
The updated rules mandate Green Card lottery applicants to provide specific passport information. The new requirement includes uploading a scan of the passport's biographic and signature pages. Applicants must also provide their passport number, issuing country or authority, and expiration date. The aim is to improve identity verification and reduce fraudulent entries in the program.
The introduction of the passport upload requirement aims to counteract fraudulent activities and entries submitted without individuals' knowledge. By tying entries to tangible identity verifications, the US Department of State seeks to prevent duplicate applications and unauthorised submissions by third parties.

A few exceptions are in place for those unable to comply with the passport requirement. Stateless individuals, those who cannot obtain a passport due to government restrictions, or those with specific US authority waivers may be exempt. These measures ensure that genuine applicants with valid reasons for exemption are not adversely affected.
The passport requirement will be enforced starting with the DV-2027 lottery. Additionally, the term "gender" will be replaced with "sex," and "age" will be replaced with "date of birth" in application systems. These changes enhance consistency and data accuracy.
The US Department of State's tightened regulations for the Green Card lottery focus on strengthening identity verification to combat fraud. The new passport upload requirement is a significant step towards ensuring the integrity of this immigration program.
