As per news report, On September 19, 2026, US President Donald Trump signed the Sanctioning Russia and Iran Act into law.

This legislation allows tariffs of up to 100% on imports from countries importing significant volumes of Russian oil and gas, affecting major buyers like India and China.

Sanctioning Russia and Iran Act of 2026

As per news report, the law aims to expand sanctions on Russia's energy and defence sectors, targeting entities involved in evading sanctions.

It necessitates imposing up to 100% tariffs on the top 5 buyers of Russian oil or gas based on pre-legislation volumes. India and China, significant importers, face potential tariff implications.

Impact on India and Global Trading Partners

This legislation further complicates trade relations between India and the US. India emphasises its energy purchases from Russia are based on affordability.

Exemptions apply to countries where imports constitute less than 15% of Russia’s total gas exports during the period, provided they reduce those imports.

Global Scrutiny and Economic Concerns

Potential tariff impacts might extend beyond direct buyers of Russian energy. Countries like Brazil, Japan, and certain European Union members could come under scrutiny based on the law’s interpretation.

Critics raise concerns over the lack of clarity in determining target countries.
